FIELD PROGRAMMES
JAN SHIKSHAN SANSTHAN (JSS)
Jan Shikshan Sansthan, Rohtak, tried its level best with a team of committed & dedicated people to conduct/organise & achieve its well implemented action plan in year 2006-07. We proceed for achievements one by one under various heads :
During the period, JSS imparted Skill Development Training in various trades to 1278 trainees out of which 1079 are female and 199 are males out of which 44% are SC, 17% OBC, while 39% are others and 1% are minorities. JSS Rohtak has conducted 28 type of vocational courses under 13 types of trades comprising 78 batches of 3 Days to 6 months duration. These trainings are imparted to start Income Generating Activities (IGA) to provide them self and sustainable employment besides upgrading their skills. Some of them have also started some IGAs resulting into economic empowerment of trainees and in turn to their families also.
To expose the inbuilt talents of trainees in particular and masses in general besides making them aware, understand about various aspects of development sector or to promote national goals such as national integration, population and development, women’s equality, protection and conservation of environment etc, JSS Rohtak organized a no. of activities such as

Jan Shikshan Sansthan, Rohtak has continued achievement of Compliance of provision of Cigarettes & other Tabacco Products (Prohibition of Advertisement & Regulation of Trade & Commerce, Production, Supply & Distribution) Act, 2003 w.e.f. June 19, 2004 in JSS premises.
Ms. Vandana K. Jena, DG NLM along with SRC Director and other officers visited Jan Shikshan Sansthan, Rohtak and discussed activities in detail and guided JSS functionaries in an effective manner.
RRA FOR NEAC FOR HARYANA
The status of Regional Resource Agency (RRA) to Haryana Nav Yuvak Kala Sangam has been awarded by Ministry of Environment & Forests, Govt. of India to conduct National Environment Awareness Campaign (NEAC) in whole state of Haryana through small NGOs. National Environment Awareness Campaign (NEAC) is having objective of creating environmental awareness amongst the masses. NEAC is a decentralized campaign. RRA is responsible for identifying the local environmental problems and central theme for every year. Besides helping the Ministry in selecting participating organizations and HNYKS is also responsible for physically monitoring and evaluating the activities conducted by various organizations under NEAC. In the process, HNYKS received many applications to conduct NEAC for the year 2006-07 on Solid Waste Management. Summary of the proposal for NEAC 2006-07 was done and presented in Regional Level Workshop for sanctioning & approval of projects. 169 projects of NGOs were approved for conducting NEAC 2006-07. An interactive workshop of RRAs for the effective Implementation of NEAC was held Feb.26-27, 2007 at New Delhi was attended. Hence 169 projects are in implementation stage to create awareness among masses in all 20 districts of Haryana.
MAHILA MANDAL SHGS TRAINING
Under the Scheme of conversion of Mahila Mandal into Self Help Groups Mahila Mandals and the result of to build their capacity strengthened with the purpose to make the members self reliant economically independent Haryana Women Development Corporation has sanctioned project to impart training on account keeping (2 days) to all Mahila Mandal SHGs of Haryana. During this financial year more than 2500 women Mahila Mandal SHGs members have been trained on account keeping in about 80 batches of 2 days each. Resource Kit is also given to each trainee and experience sharing with multi media presentation is the way to impart training. Training is going on at WAMA, Rai, Sonepat.
NRHM PLANNING
HNYKS has successfully completed the project of planning under NRHM with financial assistance from EPOS Health India Ltd., New Delhi. In the process HNYKS has facilitated to formulate village health and water sanitation committee (VHWSC) to formulate village action plan, village action plan thus aggregated into sub-centre area plan including sub-centre facility plan. After that sub center area plans were further integrated to formulate block health plan including PHC facilities plan and CHC plan by block core group. Block health plans were integrated to formulate district action plan at district level by district core group after a series of discussions. District Health Plan was thus approved by the district health mission chaired by worthy Deputy Commissioners of Jind, Bhiwani and Rohtak respectively. The team of planning was under District Co-coordinator supported by Block Facilitators and further supported by field facilitators.
PATHIK MELA ON HIV/AIDS AWARENESS
To generate a national response to fight HIV/AIDS and undertake Awareness Campaign of HIV/AIDS among vulnerable population besides to give equality and opportunity of right information of HIV/AIDS not only to target group like truckers, helpers, CSWs but also to opinion makers, planners and general public, PATHIK MELA was organized by National Highways Authority of India (NHAI), Ministry of Shipping, Road Transport & Highways, Govt. of India in collaboration with District Administration, Rohtak and Haryana Nav Yuvak Kala Sangam on 20th March, 2007 at Shri Ram Sharma Rangshala, Mansarover Park, Rohtak. A rally of I.T.I students having Banners, pattikas of slogans to create awareness amongst public was also flagged off by Dr.C.S.Rao, IPS, SSP, Rohtak from I.T.I., Rohtak for Mela site. Stalls for treatment of diseases, HIV testing, VCTC, TB, Ayurveda, Dental, Eye and counseling were there for whole day. Exhibition on HIV/AIDS, Blood Safety, Health Activities of HNYKS & JSS, Painting, Poster, plants were also organized. On the spot painting and poster competition were also organized. HIV positive people also shared their experiences and their status. Hon’ble Deputy Commissioner Sh. R.S. Doon, I.A.S, inaugurated Mela and Key note Address by Sh. Vishnu Darbari, General Manager, NHAI and Prof. D.R.Chaudhary, Chairman HNYKS briefed about mela besides Dr.S.S.Sangwan, Director PGIMS were guest of Honour.
MOTHER NGO PROJECT (R.C.H)
The status of Mother NGO of Haryana Nav Yuvak Kala Sangam has been extended as per New MNGO guidelines under RCH II in which MNGO was released grants by Department of Health, Govt. of Haryana. The Composite Project thus implemented in the target area through selected three FNGOs. The field implementation of activities by Mother NGO as well as FNGOs was commenced w.e.f. 1st October, 2006. Three Days Orientation of Project staff of Field NGOs was also conducted. Field monitoring and visits were also carried out from time to time. Base line survey in first or second month of start up activities was done by field NGOs. Mr. Harinder Pal Singh, Training Coordinator, RRC MAMTA also carried out field cum office verification along with records of both Mother NGO as well as FNGOs on 27-28th February, 2007. The project activities are going on smoothly in all three FNGO target area and services are provided through organization of Health camps, CAM, Orientation, Field Visits, Motivation, Contacts, FGDs etc.
IMPLEMENTATION OF JANANI SUVIDHA YOJANA (JSY)
To make quality antenatal, natal and postnatal services easily accessible to poor in urban areas, Govt. of Haryana, Department of Health has launched Janani Suvidha Yojana (JSY) through District NGOs. Hence, HNYKS has been nominated as District NGO for Bhiwani District to implement JSY through field NGOs. In the process, HNYKS as District NGO conducted mapping of slum areas in Bhiwani District and selected field NGOs (14 Nos.) & collected data of slums. District workshop was organised at GH. Bhiwani to orient FNGO functionaries by Dr. K.K. Kapoor, Nodal Officer, JSY & Dr. Sanjay Consultant. After orientation of FNGOs, areas were allotted to Field NGOs along with code and 137 SAKHI were selected for every 1000 population by each FNGO & delineate the area Sakhiwise. Orientation of Sakhi was organized at GH, Bhiwani. House-to-House Survey was also conducted and Data of Eligible Clients was collected besides finalization of PHPs. Total pregnant women were also calculated; now process of providing services is going on.
HEALTH CENTRE
Haryana Nav Yuvak Kala Sangam, Rohtak has been running a Health Centre at Urban Slum viz. Kachchi Garhi, Rohtak for the last eight years as continued programme. This Health Centre is financially assisted by District Urban Development Agency (DUDA), Rohtak. In this health centre, the people living Below Poverty Line (BPL) & their families are getting free facilities of Diagnosis, Simple treatment, free Medicines & referral. This Health Centre was inaugurated by the Financial Commissioner & Secretary Sh. M.K. Miglani, IAS. Sh. S.K. Sexena, IAS. Project Director SUDA, Chandigarh also visited this centre and praised the initiative taken by HNYKS. From time to time officers of DUDA & others have been visiting the centre.
DAY CARE CENTRE FOR THE AGED
Process of modernization and technological changes have brought about a vast change in the life-style of the people. The health care initiatives have increased the life span of the aged, thus leaving a lot of spare time at their disposal.
To tap the pool of experience of elders for social development and to provide platform of interaction to the aged Haryana Nav Yuvak Kala Sangam has been running 2 Day Care Centres for the aged (for both Male & Female) at Village Kishangarh & Siman, Distt. Rohtak for the last 13 years.
The centres provide Nutrition, Health Services, Outing/visiting, Outdoor & Indoor Games, Counselling and other facilities to more than 60 aged in each center. Ministry of Social Justice & Empowerment, Govt. of India, is supporting Haryana Nav Yuvak Kala Sangam for running these Day Care Centres for the Aged. This year, Sh. S.K.Singh, Media Officer, Ministry of Social Justice & Empowerment, Govt. of India and Mr. M.P.Godara, Distt. Social Welfare Officer, Rohtak carried our inspection of both the Day Care Centres & Checked all records & other documents besides interacting with the aged.
PULSE POLIO COMPAIGN
We at HNYKS too took active initiative in Pulse Polio Campaign organized by Health Department under guidance of District Administration from time to time. HNYKS arranged 5 to 6 vehicles of its own for such occasions and volunteers from the Organisation took keen interest in helping the District Administration for the successful fulfillment of the objective of this Campaign. This year, Prof. D.R.Chaudhary, Chairman & Executive Director Dr. Jasphool Singh flagged off the vehicles for pulse polio campaign. Volunteers & staff conducted meetings to promote awareness about the worldwide campaign of total eradication of Polio from Haryana/India/World. Polio can definitely be eradicated with joint efforts.
COMPOSITE TARGETED INTERVENTION PROJECT (CTIP)
Though, Haryana is a low prevalence state in STD/HIV/AIDS transmission but various studies and our past experience shows that there is a rapid increase in vulnerable population. Haryana AIDS Control Society, gave Haryana Nav Yuvak Kala Sangam the responsibility of implementing CTIP) FOR CORE GROUP i.e. FSWs/IDUs/MSMs AND NON-CORE GROUP i.e. TRUCKERS, STREET CHILDREN & MIGRANT WORKERS AT ROHTAK AND SURROUNDINGS in Rohtak district with the aim of reducing the risk of HIV Infection among People who practice high-risk behavior.
The main approach of the project was through:
Conducting Baseline survey to know the knowledge Attitude & practice of the target audience. Acc. To the findings of the baseline study BCC Strategy was developed.
Imparting complete knowledge and generating awareness on STDs/ HIV and AIDS to the target population (Primary Stakeholders) using IEC material in one to ones/ one to group, reinforcing BC using audiovisuals, lectures by experts, using little media etc.
Advocacy for behaviour change among Secondary and External Stakeholders through Project Advisory committee Meetings.
Increasing availability and accessibility of condoms to 100% of the TPAs and consistent use among 80% of the target population.
Increasing health-seeking behaviour among 100% of the TPAs and providing STD treatment using SCM among 500 of the Target population in the target area.
The major activities carried out during the project period i.e. Jul- March 2007 were:
Recruitment of staff and their training: HNYKS recruited the learned and experienced staff for initiating the intervention in Rohtak. The qualification of staff varies from Masters in Health Management to Bachelor’s degree and the staffs have experience of working in the field of social work or HIV/AIDS. The Human Resource deputed was deployed to perform on the following role and responsibilities. The organization also organized various trainings for building the capacity of staff and volunteers. The volunteers were also identified taking into consideration features like activeness, vocal, leadership, etc.
Conducting baseline survey: During the initial phase of project, qualitative and quantitative survey was carried out with core and non-core group.
To increase knowledge about STDs/HIV transmission & its relation to sexual practices using BC interventions like developing one to one and one to group contacts, counseling, distribution of IEC material were done among identified targeted population.
To promote health-seeking behavior by utilizing appropriate counseling techniques and providing STD treatment through identified local service providers and organizing camps wherever required to patients and their regular sex partners in the target area.
To promote correct and consistent use of condom among target population groups by making condom accessible and provide support to retail outlets for social marketing of condoms, condom promotion activities like condom depots establishment, condom demonstration etc. were done.
To create enabling environment for sustainability of the project in the target area and to create an environment that doesn’t create obstacles in safer behaviour People Living With HIV/AIDS were involved in project activities, Voluntary peer educators/Client outreach formed from the community to increase the level of knowledge about HIV/STD/AIDS.
To mobilize/empower the community so that they can advocate and articulate their own issues and respective solutions, activities like celebration of important days/events, pathik mela, self help group formulation were organized.
SENTINEL SURVEILLANCE
Haryana AIDS Control Society gave the responsibility of carrying out surveillance in Rohtak district among FSWs (target of 250). We successfully completed that by 15th December 2006. Out of 250 Samples, 12 found Positive.
MICRO FINANCE
As HNYKS has been involved in micro finance activities in which HNYKS provides soft loan of Rs. 10000/- to 20,000/- to Women SHGs and individual women SHG members for a period of one year or so as per need & circumstances to start up the means of self-employment or income generating activity at nominal rate of interest and formality of documents for applying is normal not so lengthy like other micro financing institutions. It will not be out of place to mention here that no guarantee/security is taken while lending loan. Rebate is also provided in case of timely repayment of loan amount. In some genuine cases after approval of governing body of HNYKS, concession in repaying loan amount may be provided. In future we will try to link up HNYKS with financial institutions so that amount of loan and period of repayment to individuals and groups may be enhanced to set up functional income generating units.
PNDT ACT, 1994
Advisory Committee on Pre-Natal Diagnostic Technique (Regulation and Prevention of Misuse) Act, 1994 has been formulated at District level all over Haryana. HNYKS has been nominated as a member of this District Advisory Committee. Our team visits 34 ultra sound centers of Rohtak from time to time to check-up violation of Act and to ascertain whether prescribed Performa before check-up is filled or not. HNYKS has organized Campaign against Sex Determination and Female Foeticide with several Awareness Generation Programmes by conducting Exhibition of Charts and Relevant Material. In the series HNYKS also took active participation in One day State Level Workshop on Female Feticide and sex Ratio in Haryana at Kurukshetra.

PANCHAYAT YUVA SHAKTI
As Govt. of India has decided to involve our Youths in Panchayati Raj Institutions (PRIs) hence launched Panchayat Yuva Shakti Abhiyan having principle goal to synergise boundless energy of youth through PRIs for development and democracy at grassroots. District Administration, Rohtak; Nehru Yuva Kendra, Rohtak and HNYKS organized one Day Workshop on Panchayat Yuva Shakti Abhiyan at Vikas Sadan, Rohtak inaugurated by Sh. R.S.Doon, I.A.S., Deputy Commissioner, Rohtak. Sh. Satish Kumar, Programme Officer and Sh. Praveen Chaudhary, Coordinator delivered lecture on Role of Youth in Panchayats and Panchayat Yuva Shakti Abhiyan. Exhibition was also displayed to increase awareness and resource material was also distributed among the yourh and youth PRI functionaries.
ROAD SAFETY AWARENESS PROGRAMME
Improvement in road conditions and craze for fast driving causes rapid growth in accident cases on different Highways/Roads, Seeing the alarming situation, HNYKS organized many programmes to create awareness about Safe Driving and Traffic Rules with the help of pamphlets, Leaflets etc. General people were also made aware about Road Crossing System and safe habits of Traveling/Driving. The students of various schools/colleges were included in this awareness programme to motivate the general masses. “Speed Thrills But Kills & Always Alert Avoid Accident” write-ups were also used to develop road safety habit in the community.
SPORTS PROGRAMME
HNYKS has been putting its efforts to orient our young boys and girls g toward healthy practice of sports. Hence HNYKS has conducted many sports progammes. This year special attention was given to the women of rural areas, for whom we organized Matka Race, Bori Race, Three Leg Race, 50 Meter and 100 Meter Race. Prizes were distributed to encourage the participants and Lectures were delivered by Honable guest speakers regarding importance of games for healthy life. Youth were motivated to take to sports as a daily habit to look healthy, feel healthy & work healthy.
INCOME GENERATION PROGRAMME
The various programmes undertaken by the organization with support from the Govt. and the Non-government agencies have always demanded financial contribution to the projects from the organization. Being a non-profit making body, the organization was largely dependent on donations and contributions from various sources. To bring in regular inflow of finances for contribution to the ongoing programme. HNYKS has established a Computer Training Centre where HNYKS provides training in Computer Applications by charging fees. The receipt from fees is spent on the projects as organizational contribution and general office expenses. HNYKS organized cultural programmes also to generate income.
CONSUMER RIGHTS AWARNESS
In modern age to make the general community aware about their rights as a consumer, HNYKS organized many programmes on the theme and different knowledgeable Resource Persons delivered lectures through participatory approach. The Organization also observed the Consumer Rights Day. The people were motivated to receive bills of every item of purchase & all shopkeepers/businessmen must issue bills after each & every sale so that confidence may be built up between both & healthy business practice may develop.
PLANTATION PROGRAMME
Haryana Nav Yuvak Kala Sangam has organized many programmes for people to update their knowledge and skills about proper plantation in their fields & houses.
The people were motivated to plant new trees & other medicinal plants to encourage our old system or tradition to grow more trees to preserve our degrading environment. People were also motivated to plant one tree on their birthdays & other traditional events. Farmers & Panchayati Raj Functionaries were also motivated to plant trees on boundaries of their field & common land available in village.
AMBULANCE FOR REFERRAL SERVICES
As HNYKS is running an Ambulance for use for referral services of both Govt. & Private Health Institutions especially in emergency in respect of Women & Child Care (Obstetric & Pediatric Care) round the Clock. Its presence during working hours is ensured at CHC, Sampla & is on call during off working hours. Logbook of ambulance for journeys undertaken from time to time, complete record of journeys & consumption of POL etc. in logbook duly countersigned by SMO have been maintained. Ambulance charges Rs. 4.00 per k.m. which are utilized for POL & maintenance of ambulance & as remuneration for Driver. Ambulance has been smoothly functioning for the betterment of health of the people.
TOTAL SANITATION CAMPAIGN (TSC)
Sanitation is one of the basic needs of human being in modern context, So HNYKS has been running a project namely Total Sanitation Campaign (TSC) in Rohtak block of Rohtak district. Under this project HNYKS has motivated to construct individual Household Latrines (IHHL) of BPL beneficiaries of Total target, Process of Motivation through Information Education & Communication has been continued at grass root level. In this connection HNYKS has organized lots of motivation camps at village level & block head quarter level, in this series Organization has educated Villagers how to construct low cost latrine at their level & how to maintain their health, use of proper hygiene technique in routine. Process of IHHL construction has been withdrawn due to cancellation of MOU from DRDA, Rohtak in reference to orders of state Govt. because of handing over TSC to PRIs.
TRAINING TO PRI FUNCTIONARIES
As per Haryana Institute of Rural Development Nilokheri instructions, HNYKS has successfully imparted training to Panchayat Raj Institution Functionaries of Bhiwani district. These training programmes were organized at block headquarters. The main objective to conduct these programmes wereto trained PRI functionaries about Panchayat Raj Act 1994, their duties, rights accountability and responsibility towards Govt. and their society. After completion of training they respond that now they were able to do their duties best and they felt that these programmes must be useful for them in their routine work. They express their view that after receiving training they are confident to meet officials and receives the benefit of Govt. & non-Government Schemes. They paid their thanks for such kind of Training programme to HNYKS, HIRD & Ministry of Rural Development Govt. of India besides Deptt. of Development and Panchayat, Govt. of Haryana..
HUMAN RESOURCE DEVELOPMENT
Personnel of HNYKS have been attending various training programmes such as Reproductive & Child Health (RCH); Project Management & Formulation; Participatory Rural Appraisal (PRA); Training of Trainers (TOT), Gender Sensitization, Legal Literacy, Local Governance; and other trainings related to carry out various project initiatives.
Workshop//Training Programmes/Seminar/Courses attended by staff of HNYKS are as follows :
- Training Programme on HIV/AIDS for Programme Officers of JSS conducted by SRC, Jaipur in collaboration with Directorate of Adult Education, Ministry of HRD, Govt. of India from 22-24 January, 2007.
- Three Days Annual Meeting of Directors of JSS from 1-3 Nov., 2006 in Hyderabad by Directorate of Adult Education, MHRD, Govt. of India in collaboration with JSS, Ranga Reddy.
- 55th All India Adult Education Conference on Women Education and Development jointly organized by Indian Adult Education Association and Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya at Shantivan Campus, Talheti, Abu Road, Rajasthan from 21-23 Feb., 2007.
- Course on Social Mobilization for Rural Development held on December 19-20, 2006 conducted by Haryuana Institute of Rural Development, Nilokheri.
- Convention of Chairmen of JSS held on 21st July, 2006 at Taj Mahal Hotel, New Delhi under chairmanship of Hon’ble Minister of Human Resource Development, Govt. of India.
- Sensitization-cum-Orientation Workshop on Post Literacy and Continuing Education for Deputy Commissioners on 6th October, 2006 at Rohtak organised by National Literacy Mission Authority, Ministry of HRD, GOI in collaboration with SEARCH-State Resource Centre, Haryana.
- Bee Keeping Orientation Training of five Days from 27-11-2006 to 1-12-2006 organized by HAIC Agro Research & Development Centre, Murthal.
- Course on Gender and Reproductive Health from 19-24 Feb., 2007 organized by National Institute of Rural Development at HIRD, Nilokheri
